Changes to tcImport.php to link attachments via tcversions

Tested for:

import test-suites (XML with <testsuite> root) and no duplicates exist.

Not tested for:

when duplicate is encountered during import.
when importing test-cases (XML with <testcases> root)


          Update tcImport.php
