Update dependencies and rename license-report.md to dependencies.md

This changeset performs the following:

1. Addresses config#498 by renaming license-report.md to dependencies.md.
2. Updates all the dependencies and buildSrc files to their latest config version.
3. Uses Gradle 7.6.3 to match config.

However, there were several issues which had to be addressed:

• jacoco plugin is now NOT applied directly, as its simultaneous application with kover leads to fatal build failure. See Investigate FATAL errors with Jacoco and Java instrumentation when running Gradle build #4.
• SlowTest and FastTest classes are made abstract, as it will be required once we migrate to Gradle 8.x. See this abstract dryRun property recently introduced to Gradle API. It was accidentally discovered when investigating jacoco-kover conflict, and experimenting with different Gradle versions.

UPD. One more thing. The dependency onto logging was removed from a common module set-up script, as it provokes a cyclic dependency — and reflect does not use logging features at the moment.
