In some templates, when resolving a select, the values to choose from come from: unresolved due to unimplemented functions (such as Fn::GetAtt).
In these scenarios, pycfmodel fails to resolve a list, hence, the model itself, due to an IndexError.
For now, until Fn::GetAtt isn't implemented, we will return an empty list when finding this error.
