feedback mechnasim & CS upgrade

We implemented a feedback request mechanism for the heartbeats

Moved the remote commands to their own script which allows them to be imported on notebooks

Fixed a bunch of minor bugs

Adjusted the tools for the new CS backend upgrades SNEWS2/SNEWS_Coincidence_System#36
