elliptic-curve: allow bigger c1 constant in OsswuMapParams #1024

Apparently this was need for RustCrypto/elliptic-curves#600. It will also be necessary for P-512. I assume this is a breaking change?

The new ff and group are out so I guess we can begin making breaking changes again

Breaking changes were introduced in #1024, so this bumps the crate
version to v0.13.0-pre to note that happened.

Note that there is no crate release associated with this version. When a
crate release occurs, it will be bumped to `-pre.0`.
