Pallet referenda is implemented with the currency configured to the relay chain currency. This way, relay chain token holders can create a proposal and vote on it.
There's only one voting track, the root track. In a separate proposal, we will implement another instance of the referenda pallet with the currency set to the RegionX token. Proposals submitted to these referenda will have limited control, mainly regarding the management of the parachain's treasury, without any root privileges.
