This allows a docker (or podman) based build using the osrf's ros base image. During the image build ar3_ros gets build and the tests get executed. The image build is run for pull requests targeting main and daily for nightly tests.
I verified locally that ar3_moveit2_config also successfully builds (including tests) and could potentially be integrated into this pipeline.
