Added VAGs new methods of writing dates

Parser can now handle "DD.MM. YY" <- Yes that "Space" is intended - Ask them why
Will now default to UNIX time 1ms if date parsing fails e.g "die zweite Bauphase wird bis voraussichtlich Ende Januar 2025 andauern."
