adding frontend (mono-repo)

Implementation Description

• Removed .devcontainer
• Replaced with frontend/Dockerfile and backend/Dockerfile which will run the application

use docker-compose build and docker-compose up

What should reviewers focus on?

• Do you still want to do mono-repo or should I switch it back?
• I added a simple fetch for the transcript parser in the frontend that we can maybe show at the PPC
