1.5.4 ZSTD for Hex publication

This is a fork of Adroll/zstd-erlang using zstd 1.5.4. The use of the dirty-nif flag is in this case dependent on the size of the object to be compressed and uncompressed, or can be controlled directly through the use of the quick_compress and dirty_compress functions.

This is intended for use in leveled. This is not intended to be maintained as an independent package.
