Added a new predictor for forecasting PV active power using the Open-Meteo weather forecast service. The Open-Meteo API, free for non-commercial use, provides 24-hour shortwave solar radiation forecasts (W/m²) based on specified GPS coordinates. The predictor estimates PV production active power (kW) using the formula: (number of PV modules * area per module m2 * Efficiency Factor * shortwave radiation W/m2). The Efficiency Factor is derived from historical data specific to each system.
