CI: refactor the installer

[Totto16]

use the meson tagged install feature, to install all needed dynamic libraries

TODO:

• some shipped wraps don't support this yet, so this needs to be patched
  See sdl2_mixer: make library installable mesonbuild/wrapdb#1736 sdl2_net: make library installable mesonbuild/wrapdb#1738 sdl2_ttf: make library installable mesonbuild/wrapdb#1739
  • sdl2_image: make library installable mesonbuild/wrapdb#1737 was implemented locally, with a patch
• not every install target has a tag, some have null, add one for all

also simplify the windows installer, by removing manual version numbers, and manual packaging of needed dynamic librarries
