configure: update to latest config.guess and config.sub #4161

Since the periodic update workflow isn’t able to create the branch required for the pull request, reported by #4147, I’m copying the PR of bum branch to here. I thus won’t be able to approve it myself if needed.

This updates config.guess and config.sub to their latest versions.
If the two files are deleted in this PR, please check the logs of the workflow here:
