OP-TEE scmi server on qemu_v8 doesn't boot with latest SCP-firmware when notification is enabled since the addition of clock notification in SCP. This come from that there is no notification channel supported yet for optee scmi server. Disable notification until notification support is added.

There is a dependency with https://gitlab.arm.com/firmware/SCP-firmware/-/merge_requests/1115/diffs?commit_id=9214552f4bda322536adb60347a9ba4c13d173ad on scp side

Then .github/workflows/ci.yml should check out that commit.

Preferably with "OP-TEE SCMI server" in the first commit description (not opter, OPTEE, scmi).
