feat: add eth_call rpc WIP

WIP PR to add add eth_call RPC support.

TODOS left:

• Test with contract. Blocked by feat: implement blockchain- and transaction-related methods in the Node #4535 as it needs eth_getTransactionReceipt support to get the deployed contract address.
• Logging
• Go through Hardhat implementation once more to make sure I didn't miss anything.
