Ability to read NetCDF wind field files

Connected with NovacPPP Issue #6, make the NovacProgram able to read NetCDF files for importing wind-fields in all occasions where it is necessary. This includes

• Download wind-field forecasts from the server to use for calculating fluxes throughout the day
• Use NetCDF for calculating fluxes in post-analysis.

Update from Mattias on 7/15/20: Support for reading NetCDF has been added to the program, but final interpolated wind field is not correct for all input files received. Problem needs to be resolved and tested more thoroughly.

We may need to branch off this feature change and revert/modify the main branch so that we do not have to distribute unnecessary DLL files with any releases prior to full implementation of this feature.
