Follows #123

  1. Add the full functionality of the developed code to the NOVAC P3 software.
  2. Fix any bugs and, within reasonable limits, implement user-requested changes to items 1-11 to improve functionality of the software packages.
  3. Document all code, both using in-line comments in the C++ code and by describing the functionality in the NOVAC Program and MobileDOAS and NOVAC P3 user manuals.
  4. Release new versions of MobileDOAS, the NOVAC Program, and the NOVAC P3 software on GitHub and the NOVAC website that include this new functionality.
