Update hydrotools.events to newer Python versions #262

This PR updates the hydrotools.events package to test on Python versions 3.9, 3.10, and 3.11. It also transitions the package from using a setup.cfg to just using pyproject.toml. This also update the GH actions per https://github.blog/changelog/2023-06-13-github-actions-all-actions-will-run-on-node16-instead-of-node12-by-default/

Added 3.12 as a unit test environment, since it appears that Miniconda supports 3.9 - 3.12.
