I think this is only true for the 'assessing' and 'consent' pages - but on the vaccination page you can select all users, as non-clinical staff are able to do the vaccinations? Not 100% sure on this though.

Liz confirmed only users with a registered body/number can be selected.

If you do not vaccinate the patient, you should save and exit the patient’s record.
