NO CHANGES WERE MADE. simply porting this to 1.13 because it hasn't been touched in a long while and is a cool plugin.
the command is /xptc and NOT /cards, as the description says. if you want to make it /cards then use commands.xml in your spigot/bukkit server to map the command to /xptc
