Merge tag '2.3.0-beta2'

Release 2.3.0-beta2

New features:
- Support passing of url reference type to url generator.
- It is now supported to specify `null` as preset parameter
  value in content elements and modules, empty string is now
  a real value.

Fixes:
- Get parameters of array type are handled now handled
  correctly in `FilterUrl` (See release 2.2.9).
- Translation loader for untranslated MetaModel instances
  now correctly loads legend names.
- Translated MetaModel instances are now switched to the
  correct language in frontend lists.
- `ToolboxFile` now initializes the accepted extensions
  only if none have been set and the Contao Config does
  specify any.
- Initial language of translated MetaModel instances is
  now set to the current backend language. Before it
  was initialized with the main language.
- Sub headlines in the edit are now displayed correctly.
- Languages are now fetched via contao intl provider.
  Before, only the installed languages could be selected.
- Backend navigation is now properly built, even when an
  extension has been installed which populates the gpobal
  `BE_MOD` array.
- Some warnings of undefined array keys have been fixed.
- Edit multiple functionality has been repaired.

Various:
- Further fixes of phpcq detected issues.
- Translations have been updated from transifex
