chore: stop tracking components.d.ts

Stop tracking components.d.ts even though its the recommended approach
by the stencil team. Since we will have a different version of that file
if we build the debug build due to all the examples it gets very
frustrating that you can't stash any changes without that file being
rebuilt if you have a build watcher running.

We could live with this one being generated for each build and tackle
the incremental build quirks by adding multiple build steps in the
various github actions instead.
