Initial release

First release:

• install package from local repositories (on HDD/SSD)
• install package from github repository
  should define a token and place the token
  into an environment variable called VPM_GITHUB_TOKEN
• check diff with specific version in repositories
• check outdated package
• create default package.yml / vpm.config
