Add local working directory scanningq

This version add a view to the plugin in which you can run (and refresh) a scan your current working directory for libraries and vulnerabilities.

Note:

• The above functionality assumes you already have the Veracode SCA agent installed and configured
• The reported result for the local scan are not reported to the Veracode platform
