CompatHelper: bump compat for Flux to 0.14, (keep existing compat) #113

This pull request changes the compat entry for the Flux package from 0.13 to 0.13, 0.14.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
