The integration test revealed a deadlock issue with config reloads and closing packet handlers. Jigsaw-Code/outline-ss-server#211 fixes the issue, which will need to be merged before updating the dependency here. |

Updated to 1.7.1 that has the fix. Going to merge this. |

We are also missing the webpack CLI dependency, which the task automatically adds on a docker run. Sweeping that into this PR.
