release/1.5.0: always apply Python cray-rpath patch, add missing dependencies for gsi-env, add conflicts for mapl variants

Description

• Add missing dependencies (blas, lapack for gsi-env)
• Add conflicts for mapl variants pflogger and extdata2g with [email protected]: based on the conversation in Build error: [email protected] on MSU Hercules with Intel spack-stack#769; this also fixes ufs-weather-model segfaults at the end of the model run
• For spack python builds, always apply the bug fix that changes the linker flag -R to -Wl,-R for non-gcc compilers

• Revert previous change for tcl modulefiles to test for both LMOD_VERSION and LMOD_VERSION_MAJOR, turns out this wasn't needed (see discussion in tcl module files to detect LMOD_VERSION and LMOD_VERSION_MAJOR, not just LMOD_VERSION_MAJOR spack/spack#39859 and tcl module files should test for LMOD_VERSION and LMOD_VERSION_MAJOR, not just LMOD_VERSION_MAJOR spack/spack#39858)

Yes, reverting the two files back to before the patch (there are additional changes in mainline spack that we don't have yet, but I am not trying to bring those over now).
