I've already started pushing a few of these to main spack, so I might as well push them all there first, then merge to jcsda spack. |

Description
This PR provides a bunch of updates to the NCEPLIBS spack recipes. In most cases, I'm just adding a 'develop' version, but for a handful of packages I'm expanding build settings, like _4/_d settings for ip, sp, w3emc, and g2.
