Update Atlantis and Blackpearl site configs

Summary

Update Atlantis site config: add oneapi setup and configure gcc compiler needed for intel and oneapi.

Update Blackpearl site config: add aocc setup.

Unrelated update of spack submodule pointer to include a bug fix for building [email protected] +ui (JCSDA/spack#469)

Testing

Tested locally on both systems (to the extent that the compilers work; there are issues with aocc that are recorded in several issues).

This PR should be merged after #1257.

• waiting on Enable modules for packages not compiled with preferred compiler (update spack-stack setup-meta-modules); remove need for external ecflow #1257
• waiting on Add patch vfile_cassert.patch for [email protected] spack#469

None. But this is a follow-up to PR #1257 (see note in the PR description for Atlantis).
