Bump parse-link-header and @comunica/actor-init-sparql-file

Removes [parse-link-header](https://github.com/thlorenz/parse-link-header). It's no longer used after updating ancestor dependency [@comunica/actor-init-sparql-file](https://github.com/comunica/comunica/tree/HEAD/packages/actor-query-sparql-file). These dependencies need to be updated together.


Removes `parse-link-header`

Updates `@comunica/actor-init-sparql-file` from 1.22.3 to 3.1.0
