we have a license but its in chado/ so github doesnt find it and put it as a badge.

As part of #79 im cleaning out the repo and the license will live in the root of the project. I'm not proposing to change that license right now (a Perl Artistic License 2.0). It looks specific to a perl package so it probably SHOULD be updated.
