To clarify the persisted emissions, a rule was added to the ExtData2G yaml files such that the last year of data available after a specified year will be repeated as a monthly climatology. In this instance, the year 2019 was put in as that is the last year that we have available. Once we decide how to handle 2020 and the post-pandemic years, we can go back and change the yaml files to persist what we believe is the most representative year and add in a rule for the pandemic period.
