Enhance successful case-insensitive searches

For stuff like /sysutils/arcconf/makefile, redirect to /sysutils/arcconf/Makefile

note the upper case Makefile
case-insensitive search was implemented some time ago
that worked for ports and categories
this release implements it for all other items (called elements in FreshPorts parlance).
