Fixes the move up/down verbs

As the title says, fixes the move up/down verbs. This does NOT enable vertibirds to move up/down, that's something that'll need to be done in another PR.

Why It's Good For The Game

It's a bug that's existed for two months now. It'll be good to have it fixed.
