Fix - Category rules - default tax rate field is blank for a moment after editing category name

By the way, the problem regarding the approver (policy?.rules?.approvalRules) has already been handled in #48325 following my third approach (updating the optimistic data) so in this PR I handled the other bug I mentioned, which is the related with the default tax rate (linked to policy?.rules?.expenseRules), by updating the expenseRule optimistically on category renaming.

Tests

Precondition: Taxes, Rules and Workflows are enabled.

1. Go to workspace settings > Categories.
2. Click on any category.
3. Click Default tax rate and select any tax rate different from the default value.
4. Press on the name menu.
5. Change the name of the category and press on Save button.
6. Verify that the default tax rate is the one you set in (3).
