[No QA] Upgrade ESLint

Details

When trying to fix a lint error in another PR, I started upgrading ESLint. It turned out not to solve my problem, but the upgrade was a bit tricky (had to do npm install in just the right order when changing dependencies to get it to work).

Created this PR so that work isn't thrown away, because it's still valuable (even if not urgent) to upgrade ESLint. We're currently two major versions behind but I only jumped forward one version because not all the plugins and stuff we use support the new ESLint 9 yet.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

Updated, fixed tests. I thought by downgrading you-dont-need-lodash-underscore the couple lint errors related to it would go away. But it turns out that something changed in eslint, and downgrading the plugin wasn't enough to fix them.

nbd though, there weren't a lot of them so I just went through and fixed them 👍🏼
