Both chinese translation is outdated and partial done since latest text review #3462

We need take english file as reference to review to adapt

I beleive this issue is about docs/CONTRIBUTING-zh.md, docs/HOWTO-zh.md and docs/CODE_OF_CONDUCT-zh.md
take a look, compare to the english versions and see what needs updating
