Add blog post using GitLab CI

This adds a blog post showcasing an R package that creates a map of EU countries and Norway in blue, with countries where MultiXscale CoE members are based coloured in yellow. The colours are those of the EU flag.

The code for this is hosted at: https://gitlab.com/neves-p/eessirmaps

Feel free to modify and merge right away if this should be done ASAP, otherwise I'm glad to revise as needed 😄
