JIRA ticket: LIMS-867

Summary:

Improve the 'Add Lab Contact' page by adding more useful help text

Changes:

Add/improve the help text under a few of the fields
Add a message to say you can leave the courier section blank if you are from a supported country

To test:

Go to a proposal, then to the Lab Contacts page (/contacts), then click 'Add Home Lab Contact'
Check the help text appears under each field
Check a message appears saying you can leave the courier blank if the country is set to one of those listed in $facility_courier_countries or $facility_courier_countries_nde, and disappears if not
