About the PR
makes HCV less immediately lethal by decreasing the amount of ethanol, but adds a new effect (damnation)
Why / Balance
It's not ideal for players to fill the bar counter with lethal cocktails. Since alcohol got reworked with the rebase, HCV currently is stronger than straight ethanol if you have the Lightweight Drunk trait. This change makes the cocktail as strong as absinthe (so, still pretty strong) but not stupidly strong like it was before.
