This PR addresses the following issues:

• Review use of Http 417 status code (Review use of Http 417 status code #48)
  • Http 500 (Internal Server Error) is now returned if an unexpected exception is thrown, instead of Http 417 (Expectation Not Met)
  • Also, slight improvement to error handling was added
    • update exception message text in some cases to indicate admin vs non-admin requestor
• Change usage wording from 'archived' to 'inactive' (Change usage wording from 'archived' to 'inactive' #41)
