[Draft] Better documentation for notification preferences for On-Call

What does this PR do? What is the motivation?

• Expands on the already existing documentation for personal notification preferences: https://docs.datadoghq.com/service_management/on-call/profile_settings/
• Introduces a guide on how to circumvent do not disturb mode of the end user's device
