- Reorganize Gemfile
- Add Rubocop with recommended community styling
- Fix Rubocop style issues
* Combine duplicate groups * Remove `rails_template_18f` since we've finished using it
* Add Rubocop and have it configured by rubocop-rails-omakase, which is maintained by the Rails maintainers.
