Update checkout action

Updates the checkout action to the 4.0.0 commit.

Updates the conda env build action to 3.0.0 commit.

Updates the artifact upload to 4.0.0 commit.

All updates fix deprecation warnings for the actions, updating them to use Node.js 20 rather than Node.js 19.
