Context

Update database workflows to use the new github-actions once they are merged

Changes proposed in this pull request

  • updates to existing workflows
  • add point-in-time restore workflow
  • change Makefile and workflows to remove -aks from environment names and terraform commands
  • added github repo environments without -aks and added secrets/env variables
