추가하려는 기능 설명

아래와 같이 메모 내용만 있고 폴더 명시가 없다면 Exception 발생
혹은 프론트에서 필터링 협의

이유

지금은 프론트에서 아무런 이벤트가 발생하지 않고 전송 된 것처럼 느껴집니다.
그런데 서버에는 요청이 날아오지 않습니다.

의존성

이 PR의 정책이 결졍되면 [feature] 메모 생성 API 분리 의 작업 여부가 결정됩니다.
