추가하려는 기능 설명

메모의 부모 폴더가 있을 때의 API
메모의 부모 폴더가 없을 때의 API
두 가지로 분리하겠습니다.

이유

의존성

[feature] 메모 생성 시 폴더 정보 없을 때 예외 발생 이 정해진 후 작업을 할지 안할지 결정 해야 할 것 같습니다.
