Restructuring HTML a bit

This is to pave the path for 2 goals:
1. Allow us to at least list ALL of the projects that fit each category,
while highlighting the popular ones
2. Allow us to use the hash from the links in the category nav to deep
link to project lists

Note I need to adjust the JavaScript accordingly now so the nav works
again, just wanted to get this HTML structure change up for review
quickly
