Make display of map widgets configurable

Make the following configurable so we can show/hide as needed at the framework level: measure tool, create map, tour, about, and search bar.

Going to place this feature on hold until the static site is implemented due to the static site conversion. The static site is conversion is far enough along that if we implement this in the existing version of the framework, we'll have to redo it in the static version.
