  1. Make the following configurable so we can show/hide as needed at the framework level: measure tool, create map, tour, about, and search bar. Extracted to Make display of map widgets configurable #1141

  2. The about button in mobile mode overlaps a semi-transparent overlay for the title
    image     Should be taken care of by Make single-app mode truly responsive #1135

  3. map credits and scalebar sometimes overlap and take up significant screen real estate
    image

  4. The tap targets on the header for the about button / search / menu are too close together for mobile devices.

Move scalebar above attribution on small screens
